In 1980s Mr. Bortnik was the First Deputy Chairman of the State Committee of the USSR for Science and Technology. In 1992-1993 he acted as Deputy Minister of Science, for Higher School and engineering policy of the Russian Federation. Mr. Bortnik is a founder of Foundation for Assistance to Small Innovative Enterprises or FASIE. A PhD and Professor, an author of two books, as well as over a hundred articles and reports published in technology journals and a number of Russian and international conferences. He holds an Award from the Government of the Russian Federation for Achievements in Science and Technology in 2001.
