Mr. Wheeler is Vice President for Global Operations and Program Support Services. He joined CRDF Global in 1996 and oversees the administration of all CRDF Global grants and contracts as well as CRDF Global field operations including foreign offices. In addition, since launching the program in 1998, he oversees CRDF Global’s GAP services, which support other organizations with financial and administrative management of international scientific projects. Mr. Wheeler’s experience includes regulatory compliance, internal controls, business systems (including system automation), contracts & grants, intellectual property and other issues related to the implementation of international R&D projects. In addition, he developed and oversees the implementation of the CRDF Global’s export control and bioethics policies and procedures. Mr. Wheeler holds an M.A. in Eurasian, Russian and East European Studies and a B.S. in Languages and Linguistics from Georgetown University in Russian and French.
